Manga CBZ to XTC

Based on the work done by tazua and Xretsim with cbz2xtc , I ported it from python to a web so you guys can try uploading a manga with the browser and download the XTC!

It has a preview mode, and some options of dithering to check what option is better. Defaults work good to me. Please be sharing your options so we can check whats the best mode!
